Methodology

How the estimates were built: data sources, modelling approach and validation steps.

Research approach

A market size is a claim about the world, and a claim is only as good as the route to it. Every study is built upward from units and prices — what is actually produced, sold or performed, at what it actually changes hands for — rather than from a headline figure divided downwards. Disclosed company revenue is then used to check that build, not to produce it.

Market size estimation, this report

The estimate is built upward from recovered material volumes and realized per-tonne prices across the paper, plastic, glass, metal and wood streams that make up this market, each combined with regional collection rates and processing throughput to arrive at service and material revenue. Collection tonnage is drawn from municipal and industrial waste-stream data and paired with average reclaimed-material prices by grade to build a volume-times-price revenue base for each material and region. That build is then checked against the disclosed recycling and packaging-materials revenue reported by companies operating across the recovery chain, including converters and dedicated processors named in this report. Where the two diverge, the bottom-up tonnage or price assumption is the one corrected, not averaged against the disclosed figure.

The four stages

The same sequence runs behind every published study, whatever the industry. The order matters as much as the steps: the segment axes are fixed before any number is collected, so the model is never reshaped to fit whatever data happens to turn up.

What the build rests on, and what checks it

The two are not interchangeable. The left column produces the number; the right column tests it. When the check disagrees with the build, the answer is to find which bottom-up assumption is wrong — a unit count, a price, a take-up rate — not to split the difference between them.

The bottom-up build rests on
  • Volume actually transacted — units produced, installed, dispensed or procedures performed, counted at the level each is genuinely recorded
  • Realised pricing by tier and channel, rather than one blended average applied across the whole market
  • Take-up and frequency: how much of the addressable base buys, and how often it repeats
The build is checked against
  • Disclosed revenue of the companies serving the market, where filings separate it far enough to be usable
  • Buyer-side spending totals — capital budgets, procurement lines, or the output of the end market the product is bought against
  • Trade and customs flows, where the product crosses borders in a separately recorded form

Data sources

Published data establishes what happened. Only the people transacting in a market can say why, and what is about to change — so the two are collected separately and weighted differently.

Primary — who is interviewed
  • Commercial and product leadership at the companies that supply the market
  • Procurement and specification leads at the organisations that buy it
  • Distributors, integrators and channel partners, where the market is served indirectly
  • Regulatory and standards specialists, where approval governs what can be sold at all
Secondary — what is read
  • Company filings, annual reports and investor disclosure
  • Government statistics, customs records and regulatory registers
  • Trade association output and standards-body publications
  • Technical and peer-reviewed literature, where the market rests on a clinical or engineering claim
Primary research design, this report

Interviews target the roles that actually set volume and price in this market: procurement and sustainability managers at packaging producers and consumer brands who set recycled-content targets, plant operators and commercial managers at collection and material-recovery facilities who set processing throughput and grade pricing, and municipal or regional waste-authority contacts who administer collection contracts and extended producer responsibility schemes. Sampling weights toward Western Europe and North America, where recovery infrastructure and reporting are most mature, with a secondary emphasis on China and India to capture the fastest-changing collection and processing capacity. Distribution and reclaimed-material trading contacts are included to corroborate the price assumptions used in the volume-times-price build.

Secondary sources, this report

Desk research draws on Eurostat and national packaging-waste statistics that report collection and recycling rates by material, the US EPA's Facts and Figures series on municipal solid waste, trade-body benchmarks published by groups such as the European Recycling Industries' Confederation and the American Forest and Paper Association, customs and trade-code data covering recovered paper, plastic and metal shipments, and the public filings of packaging producers and materials-recovery operators that disclose recycled-content or recycling-segment revenue. These are combined with regional recycled-commodity price indices to keep the per-tonne pricing assumptions current across material grades.

Desk research runs across proprietary research databases including Factiva, OneSource and Hoovers alongside the public sources above. Modelling and statistical validation are run in SAS and SPSS.

Forecasting

The forecast is not a growth rate applied to a base year. It is built from the drivers that are expected to change, each one stated so a reader can disagree with it.

Forecast approach, this report

The forecast is built from the pace at which extended producer responsibility mandates and recycled-content targets phase in across major markets, the rate at which brand owners convert packaging lines to accept reclaimed material, and the collection and sorting capacity being added to process the resulting volume. Pricing behavior for recycled paper, plastic and glass is modeled against its historical spread to virgin material costs instead of being held flat, since that spread determines how much reclaimed material buyers are willing to absorb. The forecast holds if EPR mandates already legislated proceed on their stated timelines and processing capacity additions keep pace with mandated collection volume growth.

Triangulation and validation

No figure enters a report on the strength of one source. Where the two sizing routes disagree the difference is not averaged away — the assumption causing it is isolated, tested against a third independent measure, and either corrected or carried forward as a stated limitation. Historical years are back-tested against the growth actually recorded before any forecast is allowed to run forward from them.

Validation, this report

Outputs are back-tested against recorded collection and recycling-rate growth for 2020 through 2024 in the markets with the most complete reporting, checking that the modeled volume trajectory does not outrun the pace those markets have actually demonstrated. Segment and regional share shifts were reviewed against the same industry contacts interviewed for the primary research to confirm that the pace of change assigned to plastic recovery and to Asia Pacific processing capacity matches what operators on the ground are actually seeing. Sensitivities were run on recycled-commodity price spreads and on the phase-in timing of EPR mandates, since both are the assumptions most likely to shift the forecast if delayed.

Confidence and limitations

Where an estimate is firm and where it is not is stated rather than left to be inferred from the precision of the number.

Confidence framing, this report

Paper and metal recovery are the firmest parts of this estimate, since collection infrastructure and pricing data for both streams are the most complete and longest-established. Plastic recovery carries more uncertainty, since recycled-content mandates are still being phased in and reported collection rates vary widely by country. Asia Pacific and Middle East and Africa volumes rest on thinner reporting than North America or Europe, and a slower-than-assumed buildout of sorting and processing capacity in those regions, or a delay to legislated EPR mandates, is the most likely source of a future revision to this forecast.
